One diagram cannot answer both questions, so there are two. The first is the structural and legal view, for funders, auditors and legal review. The second shows where a veteran and their family actually land. Both are accurate; they answer different questions.

Eagle Enterprises Consortium, L3C — coordination & enterprise
The umbrella you are visiting now. EEC coordinates the network, aligns mission with sustainable social enterprise, and maintains accountability across the ecosystem. It houses Net-WIRCing Solutions, LLC and M-TOC™, and delivers subscription services, bootcamp technical assistance and training, and the SEISMIC™ incubator. You are here.
Lighthouse Community Development Corporation — stabilization & housing
The 501(c)(3)-aligned community development corporation, with roots circa 2003. Transitional housing pathways, benefits navigation, and coordinated direct services; leads real estate and infrastructure including the Greensburg site and the Innovation Complex. Visit the Lighthouse main site.
RV3 — Rural Veterans Vanguard of Valor Foundation — philanthropy
The philanthropic arm. Honors service and channels donor and grant support to rural veteran programs — the funding heart that keeps high-need pathways underwritten. Visit the RV3 site.
Guardian Angels Enterprises, L3C — advocacy, volunteers & communications
The ecosystem’s communications hub — website, app, podcast, bot, newsletter, blog, and social media — and its volunteer mobilization engine. Also stewards the Guardian Light Veterans Legacy Memorial: “Preserving the Legacy. Restoring the Light.” Visit the Guardian Angels site.
One Referral System
How a veteran moves through the network
The consortium’s founding plan describes the flow plainly: a veteran may start at Mobile Triage, move into TOWED job training and Incubator workshops, and then launch a venture the Strategic Investment team helps fund. Behind that journey sits a single referral system connecting every entity — with CAPE™, Comprehensive Assessment, Planning & Empowerment, coordinating warm hand-offs to VA clinics, mental health providers, legal clinics, universities, SBA Veteran Business Outreach Centers, and employers.
Cross-entity discipline is contractual, not aspirational: MOUs, referral-network performance expectations, consent-to-share workflows, and closed-loop referral confirmation targeted within 14 days.
A worked example
- Day 1: M-TOC™ meets a veteran at a parish resource fair; triage opens a case — credit recovery plus housing risk flags.
- Week 2: LCDC housing navigation takes the housing lane; benefits and claims navigation opens in parallel.
- Month 2: TOWED enrolls the veteran in a trades track; a Guardian Angels volunteer mentor checks in weekly.
- Month 6: Boot Camp application scored, cohort seat offered with a scholarship underwritten through RV3-channeled sponsorship.
- Month 12: venture launches from the SEISMIC™ pipeline with a micro-capital-ready package at a CDFI partner.
